Once you have completed the first sailing objective, return to Pete. The next conversation introduces the treasures, followed by a stage saying that he will contact you. Complete the dialogue instead of assuming the first voyage automatically makes every treasure target ready.

Keep the boat introduction separate from treasure retrieval. You do not need to collect the third piece to obtain the first boat. Conversely, being able to steer does not establish that the treasure conversation has happened. If the quest seems ahead of or behind the route you expected, the journal and the most recent conversation are the best checkpoints to inspect.

At the contact stage, follow the information from Pete and Ava. Wait for Pete to contact you, and use the current journal objective to decide when to begin the oil-rig search. If it still shows the contact stage, check the new message and conversation before making that trip.
