The first rod can be free. Go to the Docks, speak to Boardwalk Ady on the lower piers and accept his spare Rusty Fishing Rod. Open the inventory, select the rod’s hand icon, and confirm it is equipped before casting. You can start from the shore while boat access remains locked.

Find the free Rusty Fishing Rod
From Meridian Market, inspect the taxi destination for Docks. Once there, descend the ramps toward the waterfront. The retained illustrated guide places Ady on the pier beyond a fishing trawler and a small rowboat. Speak to him about fishing rather than interacting with the boats themselves.
The current community reference lists a Rusty Fishing Rod among the rewards of Underground Fish Market, and also lists it in Seafaring. Neoseeker describes the latter as a fallback through Salt Pete and Ava if you missed Ady. Neither listing is a reason to finish a long sea quest before trying the Docks route. Check your existing inventory before looking for a second free rod; duplicate reward availability can depend on the dialogue state.

Equip the rod before buying a replacement
On the documented PC interface, press I, find the rod and click the hand icon beside it. The acquisition conversation puts an item in your inventory; it does not guarantee that item remains in your active hand after another interaction. Re-equip it when necessary.
If a cast does nothing, check those three states separately: owned, equipped, and aimed at water. A different rod will not solve an unequipped item. If you changed the controls or use a controller, follow the current binding and on-screen prompt instead of assuming the PC key applies.
Official Update 2 improved fishing rod physics. If the rod behaves incorrectly on an old build, check the installed update before adding an unofficial input or fishing mod. A physics fix does not supply a guaranteed bite time or catch probability.

Vendor location, market conditions, your relationship and Trading progression can change the actual offer. The Rusty Rod item reference also records Derek Yacker in Meridian Market, so the Docks is not the only recorded purchasing location. Confirm that the vendor’s shop is available and that its current stock contains the rod you want.
These records establish item names and reported sellers. They do not establish a complete range, luck, rarity or durability table. Read the displayed equipment stats in your game for a comparison. This site has not measured a fishing return per hour for any rod.
Decide whether an upgrade helps your next catch
Before spending, name the current problem. If it is reaching water or an offshore objective, you may need boat access. If it is a missing species, check its revealed district, time and weather in the Fish Database. If it is a failed input, confirm equipment and timing first.
When the rod panel displays range or luck, compare those values directly with your equipped item. Keep venue ingredient money separate from the equipment purchase in your own plan. A costly rod is not evidence that an unavailable district unlocks, an unknown fish condition changes or every cast produces a rare species.
For quest objects, follow the active objective and boat scanner where the quest requires it. A normal fish catch does not substitute for a named treasure. The Seafaring walkthrough owns that progression route.
